Despite being under a transfer embargo for breaching financial fair play rules, Blackburn Rovers have taken advantage of their opportunity to sign Jason Steele as he is already on a season long loan with the club.
The 24 year old joins from Middlesborough for an undisclosed fee.
Steele has previously represented England all the way up to u21 and also was a part of the Great Britain team who took part in London 2012.
